The National Council for Vocational Education and Training (NCVET) on February 01, 2024, issued the Guidelines on Training of Trainers (ToT).
The following has been stated namely: -
• It states that the need for ToT is to enhance trainers' quality through a formalized ToT framework that strengthens vocational education and training, scales skill development efforts, integrates VET with general education, improves program efficiency, and makes the trainer's occupation aspirational.
• It states that these guidelines seek to outline eligibility, design, duration, implementation mechanism, progression, and monitoring for ToT applicable to all NCVET-recognized Awarding Bodies for NSQF-aligned qualifications leading to NCVET-approved certification.
• It states that the objectives of ToT include addressing challenges faced by VET trainers, enhancing learners' capacity through domain knowledge and pedagogical skills, standardizing training hours and entry criteria, and outlining career progression pathways for trainers.
• It states that the ToT framework aims to train potential trainers to ensure high competency in subject areas, adept knowledge of learning methods, and required industrial experience, aligned with NSQF standards for mandatory certification and eligibility in Vocational Education, Training & Skilling.
• It states that the ToT program shall adopt either a dual qualification model (Pedagogical Skills + Domain Skills) or a single qualification model encompassing both, depending on the training structure and sector-specific requirements.
• It states that prospective candidates for ToT shall include practicing industry professionals, retired industry professionals, retired defense/police personnel (excluding instructors), practicing or retired professors and teachers, professors/associate professors/assistant professors of practice, learners with relevant NSQF qualification and experience, and learners with relevant academic qualification and experience.
• It states that ensuring the availability of quality trainers across all levels of general education, including school and higher education, shall be essential under NEP 2020 and NCrF, with mechanisms managed by regulators like UGC, AICTE, school boards, and government departments.
• It states that digital tools like high-quality content, animation, simulators, AR/VR/XR, digital twins, metaverse, gaming, and specialized tools for Divyangs shall enhance training effectiveness in VET & Skilling through interactive and immersive learning experiences.
