The Government of Delhi on June 26, 2024, notified regarding the Guidelines for Driving Schools and Establishments.
The following has been stated:
• The application for the grant or renewal of License shall be made to the Licensing Authority as per Rule-24 to 31 of Central Motor Vehicles Rules, 1989 having jurisdiction in the area in which the school or establishment is situated. The licensing authority, as defined in sub section (20) of the Motor Vehicle Act, 1988 would be the District Transport Officer (DT0)/Motor Licensing Officer (MLO) having jurisdiction of the area in which the school or establishment is situated.
• The License holder shall enroll students on Aadhar based system (either UID- Unique Identification Number OR EID- Enrolment Identification number, in case applicant does not possess valid Aadhar Number) in the driving school establishment and shall maintain an electronic register in Form -14 showing enrolment of trainees in the Driving School Establishments on the portal. All the necessary information, including details of the applicants/ learners, shall be updated by the N/IDTS on the portal on real time basis.
• The MDTS License holder shall submit information regarding "Form -5" and "Form-5A" fortnightly to the Licensing Authority which granted the license.
• The grant /renewal of license shall be processed exclusively through a portal (https://sarthi.parivahan.gov.inisarathiservice/newDsIDet.do) developed by the Transport Department.
This notification will come into force from June 26, 2024.
