The Central Electricity Regulatory Commission (CERC) on July 12, 2024, issued the Central Electricity Regulatory Commission (Fees and Charges of Regional Load Despatch Centre and other related matters) Regulations, 2024.
This shall be applicable during the control period from April 01, 2024, to March 31, 2029.
The following has been stated namely: -
• Regulation 2 states that these regulations shall be applicable for the determination of charges to be collected by Regional Load Despatch Centres from the generating companies, distribution licensees, bulk consumers, inter-state transmission licensees, buyers, sellers, and inter-state trading licensees, Settlement Nodal Agency (SNA) and any other users.
• Regulation 5 states that all entities intending grid access must register with the relevant Regional Load Despatch Centre at least 30 days before commencing operations for scheduling, metering, energy accounting, and switching.
• It states that Inter-State transmission licensees shall inform RLDCs by the 10th of every month about synchronized transmission elements and additional GNA quantum from distribution licensees, bulk consumers, buyers, sellers, and SNA for record updating.
• Regulation 17 states that Annual LDC Charges (ALC) shall include annual RLDC charges and apportioned annual NLDC charges (including Corporate Centre expenses), recovered monthly, ALC consists of return on equity, interest on loan capital, depreciation, operation and maintenance expenses, human resource expenses, and interest on working capital, as approved by the Commission.
• Regulation 18 states that the return on equity shall be computed based on Regulation 15, with a pre-tax base rate of 15.50% grossed up using the effective tax rate, rounded to three decimal points, and trued up at the control period's end per Finance Acts provisions.
