The Government of Rajasthan on July 22, 2024, issued a circular regarding guidelines for illegal water connections, unauthorized use of water, and its theft in the state.
The following has been stated: -
•It has been observed that some anti-social elements are illegally disrupting water supply schemes by taking water connections/stealing from rising mains, transmission, or distribution mains.
•Installation of mechanical/electrical equipment like booster pump directly in the service connection by additional persons also results in low pressure and deprives the end consumers of water supply. This illegal activity not only disrupts the smooth supply of water to law-abiding citizens but also poses a major threat to public health safety due to leakage and resulting water contamination.
•This leads to mutual rivalry and often leads to law and order issues, thereby disturbing local public peace and harmony within the community. This theft of water also causes a loss of revenue to the state treasury.
•Authorized PHED officers can inspect any premises on their motion or on receipt of information they are expected to carry their photo identity card which clearly shows their designation.
•During the inspection of the premises, PHED officials can get photography or videography of the proceedings done. Along with this, there are instructions to record their findings in the form of a "Site Visit Report".
•The circular includes issuance of notice, opportunity for regularization, removal of illegal connections, imposition of penalty under penalty of connecting booster/motor directly in service connection, penalty of illegal water connection, power to shut off water supply, recovery of outstanding amount, Provisions for display of slogans/sign boards including role of PHED, role of district administration, role of police department, participation of local representatives have been ensured.
