The University Grants Commission (UGC) on July 16, 2024, notified regarding the compliance with the Rights of Persons with Disabilities (RPwD) Act, 2016, across all educational institutions.
UGC has also issued the instruction to all Institutions to implement the following recommendations in your university/constituent and affiliated colleges in compliance with the Hon'ble Supreme Court orders dated December 15, 2017, in WPC No. 292 of 2006 vide D. O. Letter No.F.6-1/2018(SCT) dated February 14, 2020 and September 02, 2020.
Adoption of the Harmonized Guidelines and Space Standards for Barrier free Built Environment for persons with disabilities developed by the Ministry of Urban Development, which has been notified by the Ministry of Social Justice & Empowerment as accessibility standards for public buildings. University and its affiliated colleges to submit a detailed accessibility action plan to be implemented in a time-bound manner.
Formation of an Internal Committee comprising teachers, staff, students and parents to take care of the day-to-day needs of differently abled persons as well as for implementation of the schemes.
It is mandatory to furnish a report along with statistical information in respect of students admitted, teaching and non-teaching recruitment as well as fellowships/scholarships provided to PwD students during last five years (2019-20 to 2023-24) as per the prescribed format on the Universities Activity Monitoring Portal (UAMP) of UGC at the link https://ugc.ac.in/uamp/ latest by August 31, 2024. The above instruction should also be circulated to all the constituent and affiliated colleges of your university to follow suit.
