The Ministry of Environment, Forest and Climate Change (MoEF&CC) on July 30, 2024, issued the Draft Construction and Demolition Waste Management Rules, 2024, in supersession of the Construction and Demolition Waste Management Rules, 2016.
The following has been stated:
• Modalities for Extended Producer Responsibility Framework:
o The local authority or development authority (implementing agency), as the case may be, shall implement extended producer responsibility framework through the portal, as decided by the concerned State or Union Territory Government.
o The obligation to manage waste in any construction, re-construction or demolition project, corresponding to the targets specified in Schedule I, shall be regulated through a waste management plan, and the implementing agency shall be required to integrate its approval with the existing project approval process.
• Responsibilities of the Waste Generator:
o Collect and segregate waste to facilitate reuse and recycling into separate material streams viz. concrete, soil, bricks, steel, wood, plastics etc.;
o Store the waste and take measures for its recycling, either in-situ or channelize for off-site processing;
o Take measures to prevent air pollution, littering of waste and avoid public nuisance during collection, segregation, storage of waste;
It has invited suggestions or comments, within a notice period of sixty (60) days, from the general public at [email protected] and [email protected].
This notification will come into force from April 01, 2025.
