The Ministry of Power (MoP) on September 17, 2024, issued the guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure-2024.
The following has been stated namely: -
• This shall apply to private, semi-restricted, public locations, and on highways, as well as power utilities and central and state agencies.
• It aims to promote EV adoption with safe and accessible charging stations, develop a robust network prioritizing essential locations, enhance station viability through public land access and streamlined approvals, encourage solar-hour charging, and prepare the electricity grid for increased demand.
• Clause 8 states about “Charging fees” that charging fees by Charge Point Operators shall include the electricity supply tariff, service charge per kWh, land cost as per the registered land deed per kWh, and applicable GST.
• Clause 9 states about “Tariff for the supply of electricity to EV charging stations” that the tariff for electricity supply to EV charging stations shall be single-part and capped at the Average Cost of Supply (ACoS) until March 31, 2028, with charges set at 0.7 times ACoS during solar hours (9 AM to 4 PM) and 1.3 times ACoS during non-solar hours, requiring separate metering for accurate consumption recording, and sub-metering may be provided behind-the-meter for existing HT connections.
