Labour ComplianceThe Employees State Insurance Corporation (ESIC), on September 20, 2024, issued a notification regarding the Standard specifications of equipment: ‘C-Arm Image Intensifier’, ’High Definition Arthroscopy Surgery System’ and Plasma Sterilizer (25 to 50 Litres and 90 to 120 Litres) for utilization by User units/ESIC Institutions.

All User units are advised to evaluate cost-benefit analysis, HQRS sanction/approval for each equipment, ESIC norms, Delegation of Powers, in-house infrastructure & manpower, and budgetary provisions while ensuring strict compliance to GFR, GeM, CVC, Make in India, and other statutory guidelines, ESIC Medical Equipment Manual inter-alia prior to procurement of equipment.

It is once again reiterated that it is the sole responsibility of the Head of the Institution to ensure that procurement done by respective user units should strictly adhere to ESIC Equipment norms and mandatory adherence to all procurement guidelines (GeM, GFR, CVC, MII) of Govt. of India, other statutory guidelines inter-alia and ESIC Medical Equipment Manual while ensuring generic specifications, availability of infrastructure, manpower, approval for starting the services issued from ESIC Hqrs, cost-benefit analysis, rate reasonability & optimum utilization along with local financial concurrence/vetting such that in no case equipment remains unutilized after procurement.
