Industry Specific ComplianceThe Directorate General of Civil Aviation (DGCA) on September 05, 2024, invited comments on Draft amendment to CAR Section 3 (Air Transport) Series C Part I Issue V - Criteria for wet/damp leasing of aircraft by Indian Operators.

The following has been stated:

• Wet/Damp Leasing Arrangements:

o The Wet/Damp Leasing of aircraft by Indian Operators may involve the following scenarios:

o Wet or damp lease(in) of a foreign registered aircraft by an Indian AOC holder (“Wet Lease In”)

o Wet or damp Lease(out) of Indian registered aircraft to a foreign operator (“Wet Lease Out”)

o Wet or damp lease of Indian registered aircraft between Indian AOP/AOC holders (“Intra State Wet Lease”)

• Grant of Permission:

o DGCA may grant permission to the Indian operator for their proposed wet/damp lease operations upon satisfactory compliance of this CAR as per procedure given in Aircraft Leasing Manual (CAP 3200) subject to such conditions as deemed fit.

o DGCA shall issue a ‘Wet/Damp Lease Authorisation’ in the case of wet/damp lease (in) scenario for adding the aircraft to the AOC of the Lessee for commercial operations.
