The Department of Labour, Goa on September 16, 2024, issued the Goa Child and Adolescent Labour (Prohibition and Regulation) (Amendment) Rules, 2024, to further amend the Goa Child Labour (Prohibition and Regulation) Rules, 1994.
This shall come into force on September 26, 2024.
The following has been stated namely: -
• In rule 1, sub-rule (1), the words “Child Labour”, shall be substituted with the words “Child and Adolescent Labour”.
• After rule 2, new rule 2A to 2C shall be inserted: -
o 2A states that the Government shall ensure awareness of the prohibition on child and adolescent employment in contravention of the Act through public campaigns, reporting mechanisms, displays in public places, inclusion in school curricula, and training for relevant stakeholders.
o 2B states that a child may help their family without affecting their education, provided the assistance is non-hazardous, unpaid, limited to three hours a day, not during school hours, and does not hinder their right to education or overall development, with specific provisions regarding family relationships.
o 2C states that a child may work as an artist for up to five hours daily with strict conditions, including parental consent, District Magistrate approval, and compliance with safety, education, and health regulations.
• Rule 4 shall be substituted with “4. Hours of work.— No Adolescent shall be employed or permitted to work in any establishment or class of establishments to which part III of the Act applies, for more than 5 hours on any day.”
• After rule 24, a new rule 24A shall be inserted which states “Payment of amount to child or adolescent from and out of Child and Adolescent Labour Rehabilitation Fund”.
