Industry Specific ComplianceThe Directorate General of Civil Aviation (DGCA) on September 30, 2024, issued a circular regarding the Implementation of Electronic Personnel Licences (EPL) for Air Traffic Controllers (ATCOs).

The following has been stated: -

•In accordance with ICAO Annex-1 requirements and to streamline licensing procedures, DGCA introduces Electronic Personnel Licences (EPL) for Air Traffic Controllers (ATCOs). This circular outlines the requirements, functionalities, and usage guidelines for EPL through the eGCA app. The EPL will replace physical licenses and enable easy access, verification, and dynamic features in compliance with ICAO standards.

•This circular applies to Air Traffic Controllers (ATCOs) and Air Navigation Service Providers (ANSPs).

•From the date of EPL implementation, all applicants applying for Air Traffic Controllers’ License will be issued EPLs only. The date of implementation of EPL will be communicated to the ANSP in due course via e-mail. 

•Furthermore, all current ATCO license holders will be required to transit to EPLs. Detailed procedure for transitioning from physical licenses to EPLs and the due date for this transition will be notified separately. After the notified due date, physical licenses will no longer be valid and EPL will be the sole valid form of personnel license for ATCOs.
