The Ministry of Ports on September 26, 2024, issued the Draft Migration of Tariff Guidelines, 2024, for the Adoption of Market Determined Tariff for PPP Projects Under the guideline for Regulation of Tariff 2005, Guidelines for Upfront Tariff Setting for PPP Projects 2008, Guidelines for Determination of Tariff for Projects 2013 And Tariff Guidelines 2019.
The following has been stated namely: -
• It aims to enhance the autonomy and governance of Major Ports in India by transitioning to a landlord model and allowing port authorities and PPP concessionaires to fix tariffs independently, fostering competition with Minor/Non-Major Ports.
• It mentions that PPP Concessionaires shall submit quarterly and annual reports on cargo and container traffic to the respective Major Port Authority within specified timelines, along with any additional information requested.
Stakeholders, Experts, and the general public shall submit their suggestions/feedback to the draft guidelines by October 25, 2024.
