The Ministry of New and Renewable Energy (MNRE) on September 26, 2024, notified draft amendment to Offshore Wind Energy Lease Rules, 2023.
MNRE has released a draft amendment to these rules, inviting comments, suggestions, and views from stakeholders within 15 days of the circular’s issuance. The new rules stipulate that the central government will identify suitable offshore areas for leasing based on wind resource assessments and subsequent marine spatial planning.
The selection of lessees will adhere to the National Offshore Wind Energy Policy, ensuring a transparent and structured approach. Before any lease is granted, necessary clearances must be obtained from various government bodies, including the Ministry of Defense, Ministry of Home Affairs, Ministry of External Affairs, Ministry of Environment, Forest and Climate Change, Department of Space, and Ministry of Ports, Shipping, and Waterways.
