The Government of Jharkhand on October 07, 2024, issued the Jharkhand Mineral Bearing Land Cess Bill, 2024.
The following has been stated namely: -
• The bill shall provide the levy of cess on mineral-bearing land for augmenting health care services, education, social security services, agriculture, rural infrastructure, drinking water and sanitation, and for other necessary purposes in the state of Jharkhand.
• Section 3 states that the Government of Jharkhand will specify or prescribe the manner and procedures for managing the funds generated from the cess on mineral-bearing land.
• Section 4 states that the proceeds from the fund will be credited to the consolidated fund of the state and used for healthcare, education, social security, rural infrastructure, agricultural development, and other purposes as notified by the government.
• Section 5 states that the cess on mineral-bearing land will be assessed by the prescribed authority, payable by the holder based on the quantity dispatched, and if unpaid, a notice of demand will be issued along with interest not exceeding 5% per month on the amount due.
