The Directorate General of Foreign Trade, (DGFT) on October 11, 2024, issued a notification regarding the Applicability of Para 4.08 (ii) of HBP in case of inputs being procured by Advance Authorisation Holders from Units located in SEZ.
The Directorate has clarified that Advance Authorization holders procuring Acetic Anhydride from a unit within a Special Economic Zone (SEZ) do not need to obtain a No Objection Certificate (NOC) from the Drug Controller and Narcotics Commissioner of India. This exemption applies when the Acetic Anhydride is manufactured by a unit inside the SEZ and procured against a Certificate of Supplies. This provision overrides the requirement outlined in Paragraph 4.08(ii) of the Handbook of Procedures (HBP) 2023.
