The Government of Maharashtra on October 11, 2024, issued the revised guidelines for the implementation of the Pradhan Mantri Mineral Field Welfare Scheme being implemented under the District Mineral Foundation.
The following has been stated:
• General Guidelines:
o Convergence of Schemes: the developmental and welfare activities to be undertaken under the Pradhan Mantri Mineral Sector Kalyan Yojana will preferably be supportive and complementary to the ongoing schemes/projects funded by the State/Central Government. Activities, that will promote pollution, should not be implemented under the said scheme. However, without prejudice to the authority of the District Mineral Foundation, initiatives will be taken to bring consistency and coherence between the State Level Plans and District Level Plans so that additional contribution to the State level budgetary resources through developmental and welfare activities will be made.
Activities in alignment and coordination with Central as well as State level schemes will be implemented by the District Mineral Foundation to achieve sustainable development goals for the mine-affected areas.
Schemes/activities to be undertaken under the District Mineral Foundation should preferably achieve the objectives of the Aspirational District Program and Aspirational Group Programme.
o Project Management: A maximum of 5 per cent of the total annual amount deposited in the District Treasury Foundation (subject to a maximum of Rs.3 crore) should be used for administrative, control and other incidental expenses of the District Mineral Foundation.
No temporary/permanent posts should be created under the District Mineral Foundation; however, with the prior permission of the State Government, temporary/permanent posts may be created for the District Mining Office and purchase of vehicles. Preferably, the minimum required staff in the District Mining Office will be recruited on a contract basis.
A "Project Management Cell" should be set up for capacity building and effective utilization of funds in District Mineral Foundations which receive annual funds of more than Rs.50.00 Crores.
Through that, planning, technical, accounting and control support will be provided to the District Mineral Foundation and the expenses of the Project Management Unit should be met from the administrative expenses of the Foundation.
