The Government of Mizoram on October 14, 2024, issued notification on guidelines for disaster relief of ASF.
The Competent, Authority hereby lays down the detailed norms and guidelines for disaster relief for ASF virus outbreak, as approved by SEC:
• The outbreak of ASF is defined as the contagious and fatal spread of viral disease among domestic and wild pigs. World Organisation of Animal Health recognizes ASF as a fatal disease, whose mortality can reach 100%.
• For the purpose of this notification, outbreak of ASF in the State of Mizoram in 2024 will be considered from the day when first case was reported the year 2024.
• All the bio-containment and bio-security measures as detailed in the National Action Plan for ASF, as released by Ministry of Fisheries, Animal Husbandry and Dairying, Government of India in June 2020, will come into operation at the check posts and boundaries of State and also within the State.
• Pig is recognised as a small economically productive animal under SDRF guidelines and assistance for relief will be admissible under the overall framework of SDRF, in case of mortality due to ASF infection.
• Any claim for assistance due to mortality of pig due to ASF infection will be made to the office of District Veterinary Officer (DVO) in the concerned district under Animal Husbandry & Veterinary department.
• All claims of mortality of pig due to ASF infection must be verified by District Veterinary Officer. DVO will issue certificate to this effect in each such claim.
• Certificate of mortality due to ASF must accompany any Claim for Assistance being forwarded by DVO to the Deputy Commissioner in her/his capacity as Chairperson District Disaster Management Authority. Claims for Assistance without a mortality certificate duly issued by DVO will not be entertained.
• If a farmer has already received assistance for the mortality of pigs due to ASF infection under any other scheme of the Government, then their claims will not be admissible under these provisions.
• This notification will be in effect until expressly withdrawn by the Government of Mizoram.
