The National E-Governance Services Limited (NeSL) on September 11, 2024, notified regarding the Use of Biometric devices to expedite DDE transactions in Face-to-Face environment.
The following has been stated:
• The e-Sign signature facility embedded in the DDE platform is a robust and versatile feature which provides facility of contact less and remote mode of signing. It addresses issues like the requirement of multiple signatures on each page of the document and signature mismatch. Aadhaar based OTP and Aadhaar based Biometric e-Signs are legally valid methods of e-Sign and the details of each are provided below:
o The Aadhaar based OTP e-Sign - The user receives a One-Time password (OTP) to his/her registered numbers with UIDAI in order to sign the documents.
o The Aadhaar based Biometric e-Sign - This is based on the biometric authentication of an individual subscriber (via fingerprint), wherein the identity of the individual subscriber is authenticated and eSign affixed.
• The Users may find greater convenience in adoption of e-Sign using biometric authentication in situations involving execution of documents in a face-to face environment. e-Sign using Aadhaar based biometric authentication does not involve OTP for affixing signature, is faster and can be considered in remote and other high security areas where network issue may affect delivery of OTP from UIDAI.
• The Users can easily enable all products involving face - to - face transactions through biometric mode. No change in DDE API is required for availing the facility. Banks and Financial institutions which have already integrated with DDE and are using Aadhaar based OTP e-Sign can also use biometric feature. Banks need to have the UIDAI enabled RD Registered Device to complete the documentation process.
