EHS ComplianceThe Ministry of Environment, Forest and Climate Change (MoEF&CC) on November 06, 2024, issued the Commission for Air Quality Management in National Capital Region and Adjoining Areas (Imposition, Collection and Utilization of Environmental Compensation for Stubble Burning) Amendment Rules, 2024 to further amend the Commission for Air Quality Management in National Capital Region and Adjoining Areas (Imposition, Collection and Utilization of Environmental Compensation for Stubble Burning) Rules, 2023.

The folloiwng amendments have been stated:

• For rule 3, the following rule shall be substituted, namely:-

“3. The Commission may impose environmental compensation as per the provisions of the Act for stubble burning, at the following rates:- 

(a) the Farmer having an area of land of less than two acres shall pay an environmental compensation of five thousand rupees, per incidence;

(b) the Farmer having an area of land of two acres or more but less than five acres shall pay an environmental compensation of ten thousand rupees, per incidence; 

(c) the Farmer having an area of land of more than five acres shall pay an environmental compensation of thirty thousand rupees, per incidence.”.

• In the said rules, in sub-rule (4) of rule 4, for the bracket, words and figures “The officer referred to in sub-rule (4)”, the bracket, words and figures “The officer referred to in sub-rule (3)” shall be substituted.

They shall come into force on November 06, 2024.
