•Rule 2 lays down definitions of the terms like Form.

•Rule 3 specifies the Application for Consolidation of Project Land.

•Rule 4 specifies Conditions to be fulfilled by the Project Proponent.

•Rule 5 specifies Notification of the Special Project.
