The Delhi Electricity Regulatory Commission (DERC) on November 12, 2024, issued the Delhi Electricity Regulatory Commission (Terms and Conditions for Green Energy Open Access) Regulations, 2024.
This shall come into force from November 14, 2024.
The following has been stated namely: -
• These regulations shall govern the provision of Open Access to electricity generated from green energy sources, including non-fossil fuel-based Municipal Solid Waste-to-Energy or Refuse-Derived Fuel (RDF) plants, for use in the Intra-State Transmission System (InSTS) or distribution systems within the state.
• It states the criteria for Allowing Long-term/Short-term/Medium-term Green Energy Open Access.
• It states that the application procedure for Green Energy Open Access involves submitting applications to the Central Nodal Agency, which forwards them to the State Nodal Agency and relevant Distribution Licensees; applicants must also provide an undertaking confirming no Power Purchase Agreement (PPA) with multiple parties for the requested capacity and ensure coordination for public information through the Central Nodal Agency portal.
• It states that the Green Energy Open Access consumers with a contract demand of 1 MW or more shall install ABT-compliant meters at key points, while those below 1 MW may use Special Energy Meters for billing and energy accounting, with all meters maintained in good condition and subject to inspection as per CEA standards.
• It states that the transmission/distribution licensee shall submit a quarterly report to the Commission or as may be directed by the Commission from time to time in the format prescribed in this regard.
