Finance & Taxation ComplianceThe Government of Himachal Pradesh on December 05, 2024, issued amendments in the H.P. Financial Rules, 2009.

The following amendments have been stated:

• The Rule-97 has been amended:

Rule-97. Purchase of goods without quotations.- (1) Purchase of goods up to monetary value not exceeding Rs. 10,000/- (ten thousand rupees) only on each occasion subject to a maximum of Rs. 1,00,000/- (One lakh rupees) in a Financial year, may be made by the Head of Department, Controlling Officer and Drawing and Disbursing Officer without inviting quotations or bids, on the basis of a certificate to be recorded by the authorized officer in the following format:-

 “ I, ____________, am personally satisfied that the goods purchased are of the requisite quality and specifications and have been purchased from a reliable supplier at a reasonable price.”

(2) The above monetary limit(s) may be revised by the Finance Department from time to time generally or specifically.

(3) The concerned procuring officer shall keep a record of goods purchased without inviting quotations and on each such occasion, shall work out the cumulative total of such purchases made during the Financial Year. 

• The Rule-157 has been amended:

Rule-157. Utilization Certificate.- Institutions or Organizations receiving grants shall furnish audited utilization certificate to the Government within six months of utilization of grant-in-aid and grant –in –aid should be utilized within three months of realization or before the release of next installments of Grantsin-Aid, whichever is earlier.
