Industry Specific ComplianceThe Ministry of New and Renewable Energy (MNRE) on December 09, 2024, notified regarding the amendment to ALMM Order for Implementation of ALMM for Solar PV cells.

This circular aims to introduce ALMM List-II, specifying approved models and manufacturers of solar PV cells, to enhance compliance with the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) Order, effective from June 1, 2026. The initiative seeks to ensure increased utilization of domestically manufactured solar PV cells and promote streamlined practices across solar energy projects.

From June 1, 2026, all projects falling under the ALMM framework must use solar PV cells listed in ALMM List-II for sourcing modules from ALMM List-I. This move aligns with the anticipated growth in domestic solar PV cell manufacturing capacity, providing a robust foundation for future renewable energy projects in India.

Projects where the last bid submission date falls on or before the issuance of this order are exempt from the mandatory use of ALMM List-II cells, regardless of their commissioning date. Similarly, Net-metering and Open Access Renewable Energy Power Projects commissioned before June 1, 2026, are exempt from adhering to the ALMM List-II requirement.

For projects where bid submission occurs after the issuance of this circular, compliance with both ALMM List-I and ALMM List-II is mandatory, irrespective of the commissioning date. Moreover, from June 1, 2026, only those solar PV modules listed under ALMM List-I and using cells from ALMM List-II will be considered compliant. Non-compliance will result in delisting from ALMM List-I.

Thin-film solar PV modules listed under ALMM List-I and manufactured in integrated solar PV module units will be deemed compliant with the ALMM List-II requirement. This provision simplifies compliance for advanced thin-film technologies.

Detailed procedural guidelines for the enlistment of solar PV cell manufacturers under ALMM List-II will be issued separately to ensure clarity and facilitate smooth implementation.

Bidding agencies and project developers are advised to amend the tender and Request for Selection (RfS) documents to incorporate these provisions. Post-June 1, 2026, all net-metering and open-access RE power projects must mandatorily comply with the ALMM List-II requirements.

This circular underlines the Government of India’s commitment to fostering a self-reliant and robust solar manufacturing ecosystem while ensuring streamlined compliance for solar energy stakeholders.
