The Government of Rajasthan on December 09, 2024, issued a Guidance regarding exemption/concession in stamp duty under Rajasthan Investment Promotion Scheme.
Buyers of plots that have not previously availed of stamp duty exemption under any RIPS are eligible for stamp duty exemption under RIPS-2022 or RIPS-2024.
Suppose a plot with prior stamp duty exemption is re-sold through auction due to allotment or lease cancellation by banks, financial institutions, or RIICO. In that case, the buyer is eligible for exemption under RIPS-2022 or RIPS-2024.
Suppose a buyer possesses an eligibility certificate for stamp duty concession under RIPS-2022, but the exemption was not applied during registration. In that case, a refund of the incorrectly collected stamp duty will be provided.
Buyers of plots sold by private landowners where the plot had previously availed a stamp duty exemption are not entitled to further exemption under RIPS-2022 or RIPS-2024.
This clarification supersedes all prior communications on the subject to ensure uniform application of RIPS provisions.
