The Odisha State Pollution Control Board (OSPCB) on December 12, 2024, issued the notification regarding the provisions under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 (HOWM Rules, 2016)
The following has been stated namely: -
• Certain provisions under the HOWM Rules, 2016 have been re-iterated namely: -
o Rule 6(5) – every occupier authorized under these rules, shall maintain a record of hazardous and other wastes managed by him in Form 3 and prepare and submit to the State Pollution Control Board, an annual return containing the details specified in Form 4 on or before June 30 following the financial year to which that return relates.
o Rule 8 – hazardous and other wastes shall not be stored for a period exceeding ninety days.
o Rule 17 – the occupier handling hazardous or other wastes shall ensure that hazardous and other wastes are packaged and labelled as per Form 8 of the HOWM Rules.
• Action has to be taken in accordance with the provisions laid down under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for non-submission of annual return in Form - 4 before due date.
