The Goa State Pollution Control Board (GSPCB) on December 18, 2024, issued guidelines for the Formulation of a State Action Plan.
The following has been stated: -
•The National Clean Air Programme (NCAP) aims to improve air quality through collaborative policies and actions. City action plans have been prepared for 131 non-attainment cities. State Action Plans (SAPs) are also required to address air quality challenges. A template was developed for SAPs, and 25 states have prepared plans.
•The Central Pollution Control Board (CPCB) has prepared a common guideline for SAPs.
•The guideline will help states modify/prepare SAPs to tackle air pollution.
•A State Action Plan under NCAP is necessary for policy changes and prioritization of activities. It covers entire states, including non-NCAP cities, and requires a funding mechanism.
•The plan should be backed by emission inventory and sectoral reduction plans. State-level policy intervention ensures the smooth implementation of city action plans.
