The Government of Bihar on December 23, 2024, issued Draft categorization of workers and employees based on their skill levels.
The Governor of Bihar has approved the categorization of workers and employees based on their skill levels, as recommended by the Bihar State Minimum Wage Advisory Board.
A two-month period from the publication of this notification in the Official Gazette has been designated for submitting objections or suggestions. Individuals affected or likely to be affected may submit their feedback to the Labour Commissioner, Bihar, or via email.
All received objections and suggestions will be reviewed by the State Government after the conclusion of the stipulated period.
The following has been stated namely: -
•Bihar Governor categorizes workers / labourers as follows on the basis of the recommendation of the Bihar State Minimum Wages Advisory Council to classify workers on the basis of their skills in the meeting held on November 22, 2024.
•"Unskilled work" means work which does not involve little or no skill or experience in the ordinary operation of the job.
•“Semi-skilled work means work which involves some degree of skill or competence acquired through experience and is capable of being performed under the supervision or guidance of a skilled employee and includes unskilled supervisory work.
•“Skilled work” means work involving skill or competence acquired through experience on the job or through training as an apprentice in a technical or vocational institution the performance of which requires initiative and decision-making.
•'Highly skilled' means work that requires a certain degree of perfection and full competence in the performance of certain tasks, including clerical work, acquired through intensive technical or vocational training or practical work experience for a certain reasonable period and also requires a worker to assume full responsibility for any decision or decision involved in the performance of these tasks.
