Industry Specific ComplianceThe Government of Karnataka on January 01, 2025, issued the Bruhat Bengaluru Mahanagara Palike (Estate Management) Rules, 2024.

These rules shall be applicable for the purposes of estate management under Chapter XI of the Bruhat Bengaluru Mahanagara Palike Act, 2020.

The key provisions are as stated, namely: -

• It states that the sale of Bruhat Bengaluru Mahanagara Palike immovable properties shall be limited to State or Central Government departments, PSUs, or state-owned bodies with government sanction, priced at guidance value under the Karnataka Stamp Act, subject to potential rebates by the State Government.

• It states that the lease of Bruhat Bengaluru Mahanagara Palike immovable properties: 

o up to 5 years with Standing Committee approval

o 5 to 15 years with Council approval 

o 15 to 30 years with Government approval

o leases beyond 30 years are prohibited

• It states that the properties failing to lease in auctions shall be re-auctioned up to four times, reducing OTD or upsetting price each time.

• It states that 17% of the reservation shall be for Scheduled Castes, 7% for Scheduled Tribes in shop leases, and 2% reserved for persons with disabilities, of at least 40%, allocated through open auction among eligible categories.

They shall come into force from January 01, 2025.
