The Commission on Air Quality Management (CAQM), on January 01, 2025, issued a notification regarding the Standard Schedule for Environmental Compensation (EC) Charges in Closure Directions/Sealing orders issued by the Commission.
Environmental Compensation (EC) charges are imposed by Pollution Control Boards/Committees in Delhi NCR on polluting units where Closure Directions are issued for gross violations of applicable rules, guidelines, and orders. These charges align with the Hon’ble National Green Tribunal (NGT) directives in its order dated August 28, 2019, in OA No. 593 of 2017. The NGT mandated adherence to specified EC charges for violations in industrial units, construction activities, and other sectors during periods under the Graded Response Action Plan (GRAP).
On February 6, 2024, the Commission issued a uniform standard schedule for EC charges applicable across NCR for industrial violations, Diesel Generator (DG) sets, and construction/demolition projects. This schedule was revised and approved in a December 27, 2024 meeting to ensure consistency in penalties for such violations. All Pollution Control Boards/Committees and other authorized agencies must now adhere to this revised schedule when issuing closure directions, show-cause notices and related orders. This ensures uniform enforcement of environmental compliance across NCR.
