The Ministry of Finance (MoF) on January 17, 2025, issued a notification regarding the implementation of the Sea Cargo Manifest and Transhipment Regulations.
The implementation of the Sea Cargo Manifest and Transhipment Regulations (SCMTR) has been extended for certain ports, to address issues faced by trade in filing SCMTR messages. This extension aims to ensure smooth EXIM operations without penalizing stakeholders during the initial phase. Electronic filing of messages in the prescribed SCMTR format must continue during this period. Chief Commissioners of Customs are instructed to conduct fortnightly outreach programs to facilitate the transition. Stakeholders are encouraged to provide feedback, and the circular should be widely disseminated.
