The Administration of Union Territory of Ladakh on January 16, 2025, notified the Draft Ladakh Motor Vehicle Scrapping Policy 2025.
Invited Comments of Stakeholders & General Public on the Draft Ladakh Motor Vehicle Scrapping Policy 2025 within a period of 21 days from the date of publication of the notice on the official website.
The Ministry of Road Transport & Highways has launched the Voluntary Vehicle-Fleet Modernization Program (V-VMP), also known as the "Vehicle Scrapping Policy," aimed at phasing out unfit and polluting vehicles to promote environmental sustainability, eco-friendly practices, and a circular economy. The program is expected to enhance vehicle safety, improve fuel efficiency, reduce emissions, and contribute to economic growth by stimulating the automotive industry and creating jobs. The Registered Vehicle Scrapping Facility (RVSF) Rules, notified under GSR 653(E) dated 23-09-2021, enable the establishment of environmentally friendly scrapping facilities for end-of-life vehicles (ELVs), ensuring proper disposal of hazardous components and reducing environmental harm.
Recognizing the importance of this transition, the Union Territory of Ladakh has introduced the Ladakh Motor Vehicle Scrapping Policy - 2025 with objectives such as reducing pollution, improving road safety, boosting the auto sector, and formalizing the vehicle scrappage industry. The policy encourages recycling vehicle scrap in a scientific and eco-friendly manner, supporting the circular economy. It also plans to offer incentives like motor vehicle tax concessions and registration fee waivers for trading old vehicles for new ones, promoting sustainable transportation and raw material availability for industries. The guidelines apply to Ladakh and will come into force upon notification in the official Gazette.
