Industry Specific ComplianceThe Ministry on Commerce and Industry, (MCI) on January 28, 2025, notified the Flashlight (Quality Control) Order, 2025.

The following has been stated-

Goods or articles specified in column (2) of the Table must conform to the corresponding Indian Standard mentioned in column (3) from the date specified in column (4). These goods shall bear the Standard Mark under a license from the Bureau as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, from the date mentioned in column (5). Micro and small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, shall comply with these Indian Standards from the dates specified in columns (6) and (7), respectively. However, this order does not apply to goods or articles manufactured domestically for export. Additionally, it does not apply to the import of up to fifty goods or articles per year for research and development by flashlight manufacturers, provided these goods are not sold commercially and are disposed of as scrap. Manufacturers must maintain year-wise records and furnish them upon request by the Central Government. The Bureau of Indian Standards shall act as the certifying and enforcing authority for these goods. Any person found in contravention of this order shall be subject to penalties under the Bureau of Indian Standards Act, 2016. For instance, flashlights must conform to Indian Standard 2083:2024, with general compliance required within six months from the publication of the QCO, nine months for small enterprises, and twelve months for micro-enterprises.
