The Department of Telecommunications (DoT) on January 31, 2025, issued the Draft Telecommunications (Assignment of Spectrum through Auction) Rules, 2025.
The following has been stated namely: -
• These rules shall be in supersession of all existing guidelines, office memoranda, or office orders, including on the subject of surrender of auctioned spectrum granted pursuant to the Indian Telegraph Act, 1885.
• It states that the Central Government may identify frequency bands for auction, conduct the auction itself or through appointed agencies as per determined terms, follow the provisions of the NIA, and set the reserve price considering relevant factors, including recommendations from the Telecom Regulatory Authority of India.
• It states that a person seeking assignment of spectrum through auction shall fulfill the eligibility criteria as specified in the NIA.
• The objections or suggestions to these draft rules shall be sent to “the Joint Secretary (Telecom), Department of Telecommunications, Ministry of Communications, Government of India, Sanchar Bhawan, 20, Ashoka Road, New Delhi- 110001’ by March 02, 2025.
