The Government of Rajasthan on February 02, 2025, issued the Rajasthan Excise and Temperance Policy 2025-29.
This policy will be valid for the next four years i.e. from April 1, 2025, to March 31, 2029.
The following features have been stated:
• Formation of district-wise clusters while keeping the number of liquor shops unchanged at 7665.
• Opportunity for renewal to the existing licensees for the year 2025-26 (on renewal of 70 per cent shops in the district and all shops included in the cluster).
• Cluster wise online auction/ e-bid of shops remaining after renewal.
• Only two rates of excise duty fixed for IMFL instead of present 9 slab based excise duty system-
(i) Rs.310 per LPL + 75% of EDP for EDP up to one thousand rupees,
(ii) For EDP above Rs. 1,000, the rate is Rs.370 per LPL + 75% of EDP.
• Two rates of excise duty fixed for beer also-
(i) 185 per cent of EBP on mild beer,
(ii) 200 per cent of EBP on strong beer.
• To control the quantity of liquor in the state and to increase the amount of tax with the increase in EDP, ad-valorem excise duty for country liquor and RML has been fixed at 165%, 151%, 115% and 185% of the issue price (EDP) for 40 UP, 50 UP, 60 UP country liquor and RML respectively .
• Country liquor and RML 4% increase in issue price (EDP) and increase in MSP/MRP of nips (180 ml) upto Rs. 5.
• Strict action against advertisement of liquor promotion.
• Marking clear warnings about the ill effects of alcohol consumption on liquor packing and shops.
• Prohibition on sale of liquor to minors.
• Formation of joint investigation teams in coordination with the police to stop illicit liquor from neighbouring States.
• Arrangement of effective prevention by collecting information about persons involved in illicit activities through Mukhbir Protsahan Yojana.
