The Government of Kerala on February 23, 2025, issued the Kerala State Private Universities (Establishment and Regulation) Bill, 2025.
The following has been stated namely: -
• It states that the University shall be a multidisciplinary, incorporated body with perpetual succession and a common seal, located within the State, with the ability to establish off-campus centers, off-shore campuses, and study centers outside the State and country as per UGC and regulatory guidelines, shall be unitary in nature without affiliating or recognizing any college or institution, but may be established as a multi-campus University within the State under this Act.
• It states that any sponsoring body intending to establish a University shall submit an application to the Government with a proposal, project report, and prescribed fee, where the project report must include the purpose and vision of the University, the need for its establishment, registration details under relevant Acts, details of the sponsoring body with certificates, experience and expertise in the subject matter, name, place, and headquarters of the proposed University, and details of academic facilities, including teaching and non-teaching staff, if any.
