Labour ComplianceThe Labour Department, Govt. of Tripura, on February 20, 2025, issued a Third Party Certification/Audit Scheme.

Scheme is to promote compliance with labour laws while easing the regulatory business environment by ensuring transparency and accountability. The scheme is applicable to Medium Risk Industries/Establishments under the Ease of Doing Business (EoDB) framework.

Third-Party Auditor Firms- Eligible firms must be registered corporate bodies in India, possess a valid trade license, and have prior experience in labour regulatory compliance. They must also employ qualified Labour Law Auditors with at least 8 years of experience in labour law compliance, legal practice, or government service.

Auditor firms will be responsible for conducting labour law audits, following international best practices such as BSCI, SA 8000, and SMETA standards. Audit reports must be submitted to the District Labour Office within 15 days of the audit. A security deposit of ₹50,000 is required, which may be forfeited if false or misleading audit reports are found.

Empanelment & Performance Evaluation- Empanelment is granted for two years, subject to approval by a Standing Committee, which will also evaluate performance. Extensions will be granted based on compliance history. Penalties, blacklisting, and security deposit forfeiture apply for non-compliance, misleading reports, or misconduct.

Enrolment for Establishments- Eligible Medium Risk Establishments can apply online. Upon submission, they must submit an audit report within 90 days to avoid removal from the scheme for two years. Audit reports will serve as preliminary compliance. Non-compliance issues must be resolved within 15 days to avoid further inspections or penalties.

Compliance Exemptions & Inspections- If an establishment is found fully compliant, it will be exempt from inspections for three years, provided annual returns are submitted on time. However, the Labour Department reserves the right to inspect in case of compliance issues.

For continued participation, establishments must renew enrolment before expiry and submit a fresh audit report within 90 days of renewal.
