Industry Specific ComplianceThe Government of Chhattisgarh on February 27, 2025, notified the Chhattisgarh Industrial Development Policy 2024-30.

The Chhattisgarh Industrial Development Policy 2024-30 envisions "Amrit Kaal: Chhattisgarh Vision 2047", aiming to set new benchmarks in industrial growth while fostering overall economic and social development in the state. The policy focuses on leveraging Chhattisgarh’s rich natural resources and strategic location to create a thriving industrial ecosystem, boosting employment and investment opportunities.

The policy will be effective from November 1, 2024, to March 31, 2030, with provisions for periodic review and amendments as required. Since its formation, Chhattisgarh has implemented five industrial policies, each contributing to the state’s industrial growth. Various incentives, including interest subsidies, capital investment subsidies, tax exemptions, and financial support for startups and marginalized communities, have been provided to encourage entrepreneurship and investment.

A key objective of the policy is to ensure balanced industrial development across all districts and development blocks, with a focus on production, service industries, and trade. The policy aims to create a business-friendly environment by strengthening the single-window system and integrating it with the national single-window system for faster approvals and streamlined processes. Special emphasis will be given to priority sectors such as agriculture, mineral-based industries, pharmaceuticals, textiles, IT, defence, food processing, and minor forest produce enterprises.

Employment generation and skill development form a critical part of this policy. Special provisions have been made to prioritize local employment and equip the workforce with necessary industrial skills through training programs and collaborations with state enterprises. New Industrial Training Institutes (ITIs) and polytechnic institutions will be established to align with industry needs, ensuring that local youth benefit from emerging job opportunities.

Infrastructure development is another major focus, with plans to establish industrial parks, cold storage facilities, better transportation networks, and enhanced road, rail, and air connectivity. The state government is committed to improving logistics and storage capacity, facilitating the smooth movement of goods and services within the state and beyond.

The policy also promotes inclusive growth, ensuring the participation of marginalized communities such as Scheduled Castes (SC), Scheduled Tribes (ST), women entrepreneurs, ex-servicemen, the third gender, and surrendered Naxalites by providing targeted incentives. Special efforts will be made to encourage rural industrialization, linking local entrepreneurship with the region’s unique resources to create sustainable industries.

A key strategic initiative under this policy is the categorization of development blocks into Group 1, Group 2, and Group 3, ensuring targeted and need-based interventions. Efforts will be made to promote the local processing of natural resources, thereby reducing dependence on imports and boosting exports to neighboring states and international markets.

To encourage innovation and entrepreneurship, the policy emphasizes the establishment of incubation centers in technical institutions. It also aims to attract investments in modern industries such as artificial intelligence, robotics, IT, and biotechnology, providing opportunities for highly skilled professionals from institutions like IITs, NITs, and IIMs to contribute to Chhattisgarh’s growth.

Furthermore, under this policy, only eco-friendly industries and service enterprises will be allowed to set up operations in Nava Raipur, Atal Nagar, ensuring sustainable industrialization. By addressing the needs of both traditional and emerging industries, the Chhattisgarh Industrial Development Policy 2024-30 aims to establish the state as a leading industrial hub, contributing significantly to India’s economic progress by 2047.
