The Department of Telecommunication, (DoT) on March 05, 2025, issued Guidelines for implementation of Scheme for reimbursement of Testing and Certification Charges for Start-ups and Telecom MSEs.
The Telecom Equipment Testing & Certification Reimbursement Scheme is designed to support Start-ups and Micro & Small Enterprises (MSEs) by reimbursing a portion of their testing and certification costs. This initiative ensures that telecom products meet national and international standards, boosting their acceptance in both domestic and global markets. Certified products enhance consumer confidence, leading to increased business opportunities and competitiveness in the telecom sector.
To be eligible, Start-ups must be registered with DPIIT, and MSEs must be registered under the MSME Ministry in the Micro or Small category. Additionally, they must be incorporated in India, have an annual revenue below ₹5 crores, and have not raised funds exceeding ₹10 crores. The reimbursement applies to testing conducted at TEC-designated, NCCS-recognized, or NABL-accredited labs under mandatory or voluntary certification schemes.
The scheme will be operational for two years from its implementation date or until the ₹25 crore allocated funds are fully utilized, whichever comes earlier. By reducing the financial burden of testing and certification, this initiative aims to promote indigenous telecom manufacturing, enhance product quality, and increase India’s global competitiveness in the telecom sector.
