The Ministry of Coal on March 04, 2025, issued the Draft Mineral Concession (Amendment) Rules, 2025, to further amend the Mineral Concession Rules, 1960.
The following has been stated namely:-
• Comments/suggestions on the draft amendment to rules contained in Mineral Concession Rules, 1960 may addressed to the Under Secretary (P&S-1 Section), Ministry of Coal, Government of India, Room No 113, F-wing, Shastri Bhawan, New Delhi 110001 or by y e-mail in [email protected] and or before April 6, 2025.
• In rule 22B, sub-rule (4), the proviso shall be substituted with:- ‘Provided that the mining plan may cover an area beyond the block boundary with or without coal or lignite on a No Objection Certificate (NOC) issued to that effect by the State Government for such extended area based on the certificate from Central Mine Planning and Design Institute Ltd. (CMPDIL) for non-coal bearing area or technical viability certificate for non feasibility of extraction of coal from coal bearing area whichever is applicable to be submitted along with Mining Plan. Provided further that in case of coal bearing area, an undertaking or affidavit shall be submitted by the project proponent that overburden will be rehandled in a specified period.
• In rule 22E, shall be substituted with : -"22E. Revision of approved mining plan- (1) Subject to the provision of sub-rule (3), in case of any revision in the approved mining plan, the project proponent shall submit the revised mining plan under rule 22B for approval of the officer or authority notified under sub-rule (6) of rule 22B.
