The Petroleum and Explosives Safety Organization, (PESO) on March 11, 2025, notified the Implementation of recommendations of the Special Investigation Team constituted vide Chief Controller of Explosives.
In response to the recommendations made by the Special Investigation Team to curb malpractices in the reconditioning/modification of LPG/Propane/Propylene/Ammonia/C-4 Mix road tankers, the Petroleum and Explosives Safety Organisation (PESO) has issued new guidelines for Pressure Vessel Fabricators approved under Rule 4 of the SMPV(U) Rules 2016.
The guidelines include requirements for submitting documentary evidence of materials, maintaining records, ensuring SOP adherence, submitting quarterly returns, declaring fabrication capacity, and verifying in-house facilities for shell and dish-end fabrication. New safety fittings must be used for all vessels, and the fabrication process must adhere to specified standards, with all records retained for a minimum of 10 years. Additionally, the use of used safety fittings is strictly prohibited.
These measures aim to enhance transparency, safety, and accountability in the pressure vessel fabrication process.
