Industry Specific ComplianceThe Ministry of New & Renewable Energy (MNRE) on March 11, 2025, issued the Domestic Content Requirement (DCR) norms for Solar PV Cells.

The following has been stated namely: -

• It mandates the use of domestically manufactured solar PV cells and modules in its schemes. A solar PV cell is considered domestically manufactured only if it is produced in India from undiffused silicon wafers (Black Wafers), with all manufacturing processes carried out locally. 

• It states that the cells made from imported diffused silicon wafers (Blue Wafers) do not qualify. However, Thin Film Solar PV Modules manufactured in integrated Indian factories are eligible under Domestic Content Requirement (DCR) provisions.
