The Central Electricity Regulatory Commission (CERC) on March 13, 2025, notified regarding the approval of “Detailed procedure for moderating schedule up to minimum turndown level for Section 62 generators through SCED” under Central Electricity Regulatory Commission (Indian Electricity Grid Code) Regulations, 2023.
The following has been stated namely: -
• It states that the procedure applies to thermal generating stations with tariffs under Section 62, requiring participation in SCED for minimum turndown level (MTL) scheduling. Stations selected under SCUC or operating under specific conditions (e.g., gas-based or two-shift) are excluded from MTL support through SCED.
• It states that RLDCs will declare "Peak" and "Off-Peak" hours monthly and coordinate with NLDC for scheduling and energy accounting of Eligible Generating Stations.
• It states that the Eligible Generating Stations shall coordinate with RLDCs for scheduling and despatch, and report to NLDC if their schedule falls below MTL during Off-Peak hours and they are required to submit declarations regarding efforts to achieve MTL through power market sales by 20:00 hours of D-1 day and by 06:00 hours of D+1 day.
