The Ministry of Ports, Shipping and Waterways (MoPS&W) on March 06, 2025, issued the Draft Migration of Tariff Guidelines, 2025.
The following has been stated namely: -
• Stakeholders, experts, and the general public to submit their suggestions/feedback on the said Draft Guidelines to this Ministry on or before March 12, 2025.
• Migration Tariff Guidelines, 2025 For Adoption Of Market Determined Tariff For Ppp Projects Under guidelines For Regulation Of Tariff2005, Guidelines For Upfront Tariff Setting For Ppp Projects2008, Guidelines For Determination Of Tariff For Projects 2013 And Tariff Guidelines 2019.
• It states that the 2025 Migration Tariff Guidelines provide a framework for adopting market-determined tariffs for PPP projects, building on previous tariff guidelines from 2005, 2008, 2013, and 2019.
• It states that the aims to replace the Major Port Trusts Act 1963 with new legislation to grant more autonomy to Major Ports, transition to a land lord port model, and enable tariff fixation by Port Authorities and PPP Concessionaires for price competitiveness.
