The Central Electricity Authority (CEA) on March 06, 2025, notified regarding the National Electricity Plan (Volume II: Transmission).
The following has been stated namely: -
• It states that transmission planning in India involves identifying and adding transmission system requirements to accommodate increased generation capacity, demand, or system strengthening, with two key systems: ISTS for inter-state power evacuation and Intra-STS for state-level power distribution.
• It notifies that the Electricity Act, of 2003 designates CEA, CTUIL, and STUs as key transmission planning agencies, with CEA responsible for advising the government, preparing the National Electricity Plan, and coordinating planning efforts, while CTUIL handles inter-state transmission and planning, and STUs focus on intra-state transmission and coordination.
• It states that the CEA, CTUIL, and STUs ensure the development of efficient, coordinated, and economical transmission systems, with a focus on providing non-discriminatory open access and facilitating the smooth flow of electricity from generating stations to load centers.
• It states that the National Electricity Policy emphasizes coordinated transmission planning, development of the National Grid, and network expansion to meet generation capacity needs, with CTUIL and STUs responsible for planning and execution.
• The Tariff Policy aims to ensure optimal transmission network development, attract investment, and implement transmission schemes through competitive bidding, with exemptions for strategic or urgent projects.
• It states that the CERC Connectivity and General Network Access Regulations, 2022, outline the process for granting access to the inter-State Transmission System for various entities, including state transmission utilities, distribution licensees, and generating stations.
