Industry Specific ComplianceThe National Accreditation Board for Hospitals & Healthcare Providers (NABH) on March 11, 2025, issued a notification regarding the Applicability of Fire Safety Compliance Certificates in Delhi.

The National Accreditation Board for Hospitals & Healthcare Providers (NABH) has issued updated guidelines regarding the applicability of Fire Safety Compliance (FSC) certificates, including Fire No Objection Certificates (NOC), for healthcare and business establishments in Delhi. These clarifications are based on Part IV of the National Building Code (NBC) 2016 and are aimed at ensuring that fire safety protocols meet the necessary regulatory standards. The guidelines are intended to assist healthcare organizations in understanding and complying with fire safety requirements.

• Day Care Establishments (e.g., Eye Centres, Dental Clinics, OPDs, Diagnostic Labs, Dialysis Centres):

If these establishments do not provide sleeping or overnight facilities for patients, they fall under the category of Business Occupancy. These businesses are permitted to operate in the buildings having single basement (below 200 SQM) and ground plus 03 stories, height below 15 m. However, use of the basement shall be subject to the approval from local building authority i.e MCD, NDMC.

• Business Buildings Below 15 Meters in Height:

Business buildings that are less than 15 meters height or ground plus 3 stories are exempt from requiring a Fire NOC/FSC.

• Business Buildings Above 15 Meters in Height: 

Business buildings exceeding 15 meters in height are required to obtain a Fire NOC/FSC.

• Nursing Homes/Hospitals Below 9 Meters in Height or Ground Plus One Floor (including Mezzanine):

Nursing homes or hospitals with a height of 9 meters or less, or those operating in the buildings having single basement (below 200 SQM) and ground plus 01 Stories, are not required to obtain a Fire Safety Certificate. (Basement area should be less than 200 sqm).

• Nursing Homes/Hospitals Between 9 to 15 Meters in Height: 

Nursing homes or hospitals with a height between 9 and 15 meters, or buildings that include a basement and ground plus 03 upper floors, where the hospital operates in the basement, ground floor, and first floor, while the second & third floors are either used for residence of doctors, or not utilized for hospital operations, or are sealed off, are not required to obtain a Fire NOC/FSC.
