The Ministry of Power (MoP) on March 21, 2025, issued the Supplementary Guidelines for payment of compensation in regard to the Right of Way (RoW) for transmission lines.
The following has been stated namely: -
• It aims to establish fair market-based compensation guidelines for land acquired for ISTS RoW, addressing discrepancies in valuation and ensuring adequate compensation, especially in urban and semi-urban areas.
• These supplementary guidelines shall apply to ISTS lines where landowners object to low Circle Rates, allowing State Governments to adopt or modify them if market value determination is unspecified.
• It states that the compensation for ISTS line RoW is 30% of land value in rural areas, 60% in metropolitan/municipal corporation areas, and 45% in municipalities, nagar panchayats, and other urban planning areas.
• It states that any difference in RoW compensation paid by the TSP from the base amount under ISTS Tariff-Based Competitive Bidding (TBCB) Guidelines shall be eligible for pass-through under Change in Law (CIL) by CERC.
