The Government of Himachal Pradesh on June 25, 2025, notified the Himachal Pradesh Home Stay Rules, 2025.
The following has been stated-
•Simplified Registration: The requirement for No Objection Certificates (NOCs) from police and panchayats has been eliminated. A streamlined online registration system has been introduced via an e-service portal. Applications will be processed within 60 days, with automatic approval for eligible applications if no decision is made within that timeframe.
•Tiered Categorization and Fees: Homestays are now classified into Silver, Gold, and Diamond categories, each with distinct registration fees based on location (Municipal Corporation, TCP area, Panchayat). Fees range from ₹3,000 to ₹18,000.
•Incentives: 5% discount for women entrepreneurs, 50% fee reduction for homestays in remote Pangi, and a 10% rebate for advance registration over three years.
•Revised Room Standards: Minimum room sizes have been updated, with varying requirements for existing and newly constructed homes. Homestays are limited to six rooms (12 beds), and attached toilets are generally mandatory, with some exceptions for rural units.
•Taxation and Utilities: Gold and Diamond category homestays will now be subject to GST and TIN regulations and will pay commercial rates for electricity and water. Silver category units will continue to enjoy domestic utility rates.
•Cultural Promotion: Operators are mandated to serve traditional Himachali cuisine, showcase local architecture, and support regional handicrafts, aiming to preserve and promote local culture.
•Mandatory Safety and Service Standards: The rules enforce stringent safety and service quality measures, including:
oCCTV surveillance in common areas.
oFire safety equipment and emergency exits.
oCleanliness protocols.
oPayment of minimum wages to staff.
oDisplay of medical contacts.
oSecurity arrangements and passport documentation for foreign guests.
oDigital billing, online payment options, guest registers, and verified receipts.
oRequirement for a building structural stability certificate.
•Inclusion of Non-Himachalis (with conditions): Residents of other states who have lived in Himachal for over 20 years, as well as Himachali citizens running businesses outside the state, are now eligible to register and operate homestays. Homestays are also permitted in apple orchards and tea plantations.
•Re-registration: Existing homestays registered under previous schemes must re-register within 30 days of the new rules' notification.
•The government emphasises that all homestay units must register with the Tourism Department to operate legally, and violations will incur strict penalties.
