The Ministry of Road Transport & Highways (MoRTH) on July 01, 2025, issued the Motor Vehicles Aggregator Guidelines 2025.
The Motor Vehicle Aggregator Guidelines 2020 have been revised to keep the regulatory framework up to date with the developments in the motor vehicles aggregator ecosystem. The new guidelines (Motor Vehicles Aggregator Guidelines, 2025) attempt to provide a light-touch regulatory system while attending to issues of safety & security of the user and the welfare of the driver.
The guidelines introduce a dynamic pricing framework allowing fares to vary between 50% below to 2 times above the base fare, ensuring fair pricing for passengers and stable earnings for drivers. Drivers will receive at least 80% of the fare for owned vehicles, with timely settlements mandated.
Safety is paramount: compulsory driver background checks, health and term insurance of up to ₹10 lakh, and GPS-enabled emergency response systems have been mandated. The guidelines also promote green mobility by setting annual EV targets and encouraging accessible vehicles for Divyangjan.
Aggregators must now obtain a five-year licence, maintain a 24×7 control centre, and comply with robust data security norms. Cancellation charges, stricter penalties for violations, and provisions for bike taxis have also been formalized. States are to adopt these guidelines within three months, fostering a balanced, passenger- and driver-friendly ecosystem nationwide.
