The Bureau of Energy Efficiency (BEE) on August 11, 2025, notified the Bureau of Energy Efficiency (Certification of Energy Auditors, Energy Auditors (Building) and Energy Managers) Regulations, 2025.
The following has been stated-
The core of the regulations is the introduction of a National Examination for certifying individuals as Certified Energy Auditors, Certified Energy Auditors (Building), and Certified Energy Managers. This examination, to be conducted by the Bureau or an authorized agency, will be in English and will consist of a varying number of papers depending on the certification sought. Eligibility is tied to the qualifications specified in the Energy Conservation (Minimum Qualification...) Rules, 2020.
The regulations detail the application process, fee structure, and examination format. Fees are set at different rates for general candidates and those from various reserved categories. The certification, once obtained by passing the exam with a minimum of 50% in each paper, is valid for five years and can be renewed by attending a mandatory refresher course and passing an assessment. The Bureau will also maintain an official register of all certified professionals.
The regulations also outline the duties of these certified professionals and provide a clear mechanism for the cancellation or suspension of certification due to professional misconduct, misrepresentation of data, fraud, or failure to attend a refresher course. A due process, including an opportunity to be heard, is guaranteed before a final decision is made. These rules aim to standardize the qualifications and professional conduct of energy auditors and managers across the country.
