The Delhi Pollution Control Committee (DPCC) on August 25, 2025, issued a notification regarding Standard Operating Procedure (SOP) for consideration of documentary evidence for imposition of Environmental Compensation (EC) Charges w.r.t Direction/Sealing by the Commission in C&D Order issued Projects.
The following has been stated: -
•CAQM directed DPCC/SPCB (June 05, 2025 & July 29, 2025) to levy Environmental Compensation (EC) on C&D projects only after verifying actual violation days using credible evidence.
•DPCC must consider inspection reports signed by competent officers, official correspondence with CAQM/DPCC, geo-tagged and time-stamped photos certified by project proponents, and verified logbooks/invoices with notarised undertakings.
•Project proponents must submit these documents for assessment. DPCC will inspect sites within 3 days of receiving such records for verification.
•An IT-based validation system and forensic audit of submitted soft copies will also be developed to ensure fair and realistic EC assessment.
